- On January 20, 2025, the Second Trump Administration (Trump 2.0 hereafter) announced the “America Frist Trade Policy” to the rest of the world. In the following months, his team not only reached trade deals with major trading partners including Japan and the EU but also negotiated a tariff truce with China. How to explain the radical shift of, and the widespread acquiescence to, the US trade policy under Trump 2.0?
To address this important question, this research has conducted an in-depth case study of the trade negotiations held between Japan and the US in April~September 2025. Methodologically, it applies the process-tracing approach to examine the ten rounds of US-Japan trade negotiations through official documents, media reports, and expert interviews. Theoretically, it attempts to assess the relevance of competing theories of trade politics to Trump 2.0’s trade negotiations.
I presented the outcomes of this research first at Fudan University’s Center for Japanese Studies and then at the Shanghai Academy of Social Science in October 2025. Based on this project, I also submitted a Kaken proposal to the JSPS, which has been successfully accepted. My co-organized two-day workshop on “Deal-Making under Trump 2.0” will be hosted by APSA (American Political Science Association) in April 2026.
