- During this year, we have interviewed Japanese supervising organizations (管理団体) for Technical Interns and Trainee Program (TITP) in Japan and Sending Organizations (SOs) and Japanese language training schools (LPK) in Indonesia. We try to understand how, with the introduction of Specified Skill Worker (特定技能) program and the potential changes of labor recruitment schemes from TITP to Employment for Skill Development Program (ESDP), intermediaries in both Japan and Indonesia have changed their practices in sending labor. We found that the majority of TITP supervising organizations still prefer the TITP mode, because of the establish networks and practices for TITP. Most have also applied to become Registered Support Organizations for SSW, but the majority of SSW workers are former TITP. There are regional and sectorial mobilities when TITP becomes SSW, creating new forms of inequality.The results of our research have been reported at a conference at the National University of Singapore. A journal article that uses part of the data has been published in the Asian and Pacific Migration Journal.
